Tower Groinks are salguns in Pikmin 2... Again?. They are based on the Gatling Groinks appearing in tower structures from Pikmin 2. Unlike Gatling Groink, which appears more like a rotund goldfish, the Tower Groink more resembles a blobfish, being yellow, its turret being on top of it, lacking a facial shield, and with scope lens-like eyes. Always found atop towers, they never move from their positions, turning in place and moving their eyes around to scan for prey such as Pikmin and leaders, and will rain down explosive mortars from afar at them. They have a tremendous view of their surroundings due to their vantage points and fire their mortars so high into the air that usually they are only heard before they are seen except for the shadows they cast. However, it can only fire one mortar at a time. Upon defeat, the Tower Groink will overload and release a burst of steam, which knocks away nearby Pikmin but does not kill them, and like all other salguns, the Tower Groink will revive after some time.

Tower Groink / Salgun family / Megaplod turris. This species of salgun evolved from Gatling Groinks that preferred to position themselves on high vantage points rather than roam their territories. Now, I wonder, what would their reaction be if they realized they were on the ground...?

So these groinks wanted to live on high vantage points just to fire projectiles and nothing else. Well, it sounds lazy, but at this point, they have a 360-degree view, reducing their need to move around. That still doesn't explain what happened to their facial shield.
