I actually did not make the Toadstool, if that is what you are referring to. If I had to guess, the person responsible used either GIMP, which is free, or Photoshop, which is not. Just google "GIMP" if that is what you are looking for. I am not sure if Photoshop is available on the internet or not. If you are wondering which to use, visit this page.
