I'm sorry, but that can't happen for several reasons. One, as you stated, you do not meet the agreements. While I concur that two active admins are better than one, we can't bend the rules too much. In addition, even if I had every reason in the world to promote you admin, I am not a bureaucrat and cannot make you an admin. I'm Peach Bulborb, and I approve all grub-dogs. (Sysop)
