Forum:What is a good program for Editing Pictures?

I enjoy finding pictures on this website of made-up creatures, and I have seen two kinds.
(1) These are the more cheap quality, cover-over type. They are the kind that are more easy to edit, and you can tell where it has been changed.
(2) These are the better ones. The Sandy Bulborb or the Purple Bulborb are good examples of this category. What program should I get if I want to make pictures like these?
